obama is set to make a major announcement this morning. abc's pierre thomas joins us now with the very latest on this story. good morning, pierre. >> reporter: good morning, elizabeth. in just a few hours, president obama takes the first steps to make good on his vow to respond to the massacre at newtown. he will announce that he is directing major federal agencies to come up with answers to address the scourge of gun violence. this morning, after days of silence, the nra, the nation's most powerful gun lobby, announced that it will hold a press conference on friday. and they say they're prepared to make meaningful contributions so tragedies like sandy hook never happen again. are we in the precipice of a sea change? about how this nation deals with guns? >> why the hell can you buy a weapon of mass destruction? that's what it is. that's the first thing that should be gone. >> there have been 70, 70 episodes of school shootings in the united states, since 1994. good lord. really? i mean, should there be that many? >> reporter: big-city mayors and one of the nation's biggest police unio

. >>pam: the maker of one of the guns used during the school shooting. is now up for sale. the private equity firm - "cer-berus capital management" - is selling freedom group. that is the maker of the bushmaster 2- 23 rifle. the firm wants to avoid the intensified gun control debate and to - quote- protect the interests of its clients. one of those clients is the california state teachers' retirement system. the action comes after officials with california's huge teacher pension fund said, they were reviewing a $600- million investment in cer-berus, in light of the connecticut shooting. the firm issued this statement. quote - "we believe that this decision allows us to meet our obligations to the investors. whose interests we are entrusted to protect. without being drawn into the national gun control debate." and one side of that debate, is calling for stricter gun control laws. which has sent weapons sales sky-rocketing. kron4's scott rates is live in livermore. scott? >>reporter: this is such a heated debate. many people are asking for stronger gun debate regulations or others are wa
, the law would require us to either change the rates to return or some other way return that excess revenue to tax payers or go to voters to ask voters to approve an increase in the limit, but we have not reached that point yet. a couple of other points you might be interested in, we did look back at fiscal year 11-12 with the initial budget we expected to be well over 200 million below the gam limit, but 11-12 was a year of very strong revenue growth above our budget. but still, we still den end the year well within the limit, at least $70 million below the budget in 11-12. also looking forward even with our strong revenues, our preliminary forecast shows that we should still be within the limit and this would be 13-14 by over $100 million, under our current growth assumptions, probably over 150 million. it will be something that as we work with the mayor's office mayor's office from the five-year plan, we will keep monitoring this in the future to make sure we inform you as soon as possible if the city looks like it's bumping up against this state limit. i'm happy to answer the questions.
